Following judge’s order, city of Progreso votes to hold special election

Three spots on the Progreso board of commissioners will be up for election in November.

Progreso commissioners unanimously approved the election Wednesday, one day after a visiting judge from the Corpus Christi area ordered the election be held.

The place one, three and five commissioner seats in the city of Progreso — currently occupied by Raul Flores, Javier Morales and Martinez, respectively — will be on the ballot.

The judge's decision comes after Progreso Mayor Hugo Gamboa filed a lawsuit against the city calling for the election.

The lawsuit stated the place one position — which was appointed – should've had a special election in June 2024.

Gamboa said Morales was never sworn in to office, and claims the seat should've been called for an election. Gamboa also said Ramirez’s should be up for election on the upcoming November ballot.

“I am very happy with what just happened,” Gamboa told Channel 5 News following the Wednesday meeting. “I am excited for the people who want to come out and vote, and we are giving them that option."

During an August 22 commissioners meeting, Martinez and Morales voted against holding the special election.

“It's not correct, and I still feel like it's not correct,” Martinez told Channel 5 News after the meeting.

Morales declined to speak to Channel 5 News. 

The judge's order says people running for the commissioner seats have until Friday, September 6 at 4 p.m. to turn in their application.

The city then must turn in the ballot to the Hidalgo County elections Department on Monday, September 9.
