Port Mansfield residents reject city incorporation, unofficial election results show

Unofficial early voting results show Port Mansfield residents are against incorporating their community into a city. Results show 136 voted against the incorporation and only 90 voted for it. 

Residents also vote on city council members in case the measure passes.

Running for mayor is Holly Trojcak with 91 votes and Ruben Garza Jr. with 124 votes.

There were also two commissioner seats on the ballot.

For Commissioner Place 1, Allen Price received 100 votes and James Dunks received 110.

For Commissioner Place 2, Robert R. Flores received 33 votes, Gary A. Burton received 89 votes and Fred H. Collins received 76 votes.

All election results are unofficial until they’ve been canvassed by their governing body.

Residents in Port Mansfield will decide whether to incorporate their community into a city.

Residents will also vote on city council members in case the measure passes.

Ruben Garza and Holly Trojak are running for mayor. 

Garza said he's against the incorporation.

“I believe right now there's too many unanswered questions and uncertainties of what's gonna happen if it does pass, I feel we should do a little bit more research,” Garza said.

Garza said he's running for mayor to protect the community if voters decide to incorporate.

“I feel challenges are ahead, I can hit them head on. I did two terms as a school board member, so I am familiar being in the political field, especially Willacy County,” Garza said.

If elected, Garza said he would work alongside the Willacy County Navigation District, which currently governs Port Mansfield.

“Instead of butting heads, we have to work together as one because at the end of the day it's not about our pride, it's about the people who live here and doing the right thing for the people who live here,” Garza said.

Trojak is a part of a group that pushed to get the incorporation on the ballot. She said she's against commercializing the port.

“They take money, they take our tax dollars, we all put into the navigation district and we don't really have anything to show for it and now what we have to show for it is a concrete slab,” Trojak said.

Trojak said she believes the people should have a say in the direction of the town. 

“We want to recoup those hot taxes, bring them back to Port Mansfield and start working with our small businesses, our communities, and bring them revenue,” Trojak said.

Channel 5 News spoke with the general counsel for the Willacy County Navigation District. A district official said they would still have some control over Port Mansfield because they own all the property within the town.

The district would also continue to oversee port operations.

Trojak said an incorporation would mean they would have better protection over the environment and fishing community

Port Mansfield residents will also vote for two city commissioners.
